Iām experiencing this same problem tonight. Played most of the afternoon, about 7 hours, come back hours later and tables are stuck on 99%.
I might have found a fix for this. I had not noticed any lag for several days First log in today, Zone was slow. since I have premium internet, it did not shut them down, but also very slow to load.
I have seen this problem with other programs (such as outlook) which run on 32 bit, vs the natural 64bit+ of win 10 and 7. I took a look at task manager while lobby was open when finished with first session. There was an instance of Ignition.exe running outside of the grouping for Ignition (Win 10 task manager).
This is not natural. So, I closed the program, and noticed the instance was still running. I deleted that instance, and opened the program again. All the instances were now grouped together. And, the program was back to speedy.

i had and did the exact same thing before to get it to work.
there is like 14 different ignition tasks when you start it up and i guess some of them do not close.
good old cpu restart does the trick too
