Bitcoin Mining Fees

During the past few days, the mining fees for bitcoin (to send from wallet to ignition) have been excessive & extremely random. For example, I deposited a smaller amount of $30 about 2 hours ago & the mining fees were $3.12.
Yesterday I deposited a larger amount and the mining fees were way less than 10%.

Earlier yesterday I sent some bitcoin to a friend (the transaction had nothing to do with ignition) and the mining fees were 9% of total sent. It probably would have been cheaper to use western union.

Is this the new halving normal?

I think so, it started for me around the time of the slit. But somehow my coinbase transfers at 20ish sat/byte are still under a dollar. When I send at 20/byte it’s around a couple bucks!
